Hi, I'm Henry Choi, a Master of Public Policy candidate with a Certificate in Computational Social Science at the University of Chicago.
I move between policy, design, and data — always asking the same question: is this system actually working for the people it's supposed to serve?
Before UChicago, I worked in diplomatic operations and legislative offices in South Korea. I saw firsthand that governance failure often stemmed not from the absence of institutions, but from their failure to function. That gap is where I work.
Current Work
Researching transportation service delivery patterns for vulnerable communities with the California Department of Social Services, using LLMs.
Researching climate data governance under Prof. Raul Castro Fernandez.
Prototyping tools that help disabled children and their families navigate support systems, work grounded in conversations with teachers and families in Chicago.
Paper Under Review
Kim DD, Choi J, Jung H, Kwon S, Chang WM, Chang H, Choi H, Park S. Changes in mortality, health care use, and spending during South Korea's trainee doctors' walkout.
Please feel free to explore my CV or get in touch.

I’ve come to believe that happiness is made of people. Being part of a community with a shared purpose, where we can lean on one another and build something together, has grounded my life here.
I currently serve as President of the UChicago Korean Graduate Student Association and represent graduate students on university committees. Life in Chicago has been dynamic and formative.
I graduated from Stony Brook University with a BA in Economics and lived in New York as an international student from South Korea. Experiencing cultural diversity there has been a central motivation in my personal and intellectual growth.
